Still worried
It is now obvious that the news flow does no longer focus on the infection. Instead, there is a worry about the economy. Myself, I am still deeply worried about getting infected. I would love to make a test to see if I have anti-bodies, but I have still not yet figured out how to get a test. The idea to become a blood donor foundered. The blood receivers do not carry out Corona-tests on their donors, according to their home page.

The Government and the Regions
The test activities seem to have died in the no-mans-land between the Government and the regions. The Government has a tradition of solving problems by adding tasks to the regions and the councils. The limit for what the regions and the councils can do in relation to Government demands has most likely been surpassed a long time ago.
On 8 May, a remarkable event occurred, the regions were not inclined to adhere to a Government call for testing. Financing seems to have been part of the problem. The Government issued instructions, without accompanying money.

Then, who should carry out various tasks? The Government has a budget of roughly 1,100 billion kronas, the regions, about 400 and the councils approximately 600 billion, as far as I know. It should also be recalled that the regions and the councils are ruled by spare-time politicians.
Should the Government do more? The Government has Governors in all regions, and Governor's offices. Not that long ago, the Governors played an important role in crises. Now I have not heard a word about a Governor in connection to the Corona.

I think that it should be reasonable if the Government to a higher degree assumed direct responsibility for carrying out different measures. A Government test organization had most likely worked miracles by now, if organized.
The next crisis might call for different types of measures. The Government then ought to maintain a certain readiness to quickly and efficiently organize different types of units. The Governors should be a good foundation to build on since they know their regions.
Task delegated to regions and councils will always suffer from an uneven quality, or in the worst case, not be carried out at all.

Fortfarande orolig

Det är nu tydligt att smittfokuset är borta från nyhetsflödet. Nu kommer istället oron för ekonomin. Själv känner jag fortfarande en stark oro för att bli smittad. Jag skulle gärna göra en test för att se om jag har antikroppar, men en del surfande har inte gett något resultat. Tanken att bli blodgivare fungerade inte. Blodmottagarna gör enligt sin hemsida inga Corona-tester.

Staten och regionerna

Testverksamheten verkar i huvudsak ha stupat i gränslandet mellan staten och regionerna. Staten har en tradition på att lösa problem genom att delegera uppgifter till regioner och kommuner. Gränsen för att regionerna och kommunerna inte kan genomföra allt som staten kräver torde vara passerad för länge sidan. Den 8 maj uppstod en märklig situation mellan stat och regioner, där de senare inte var så benägna att följa ett påbud om testning. En del av problemet verkar ha varit finansieringen. Staten verkar ha lagt ut ett uppdrag, utan att finansiera det.

Vem skall då göra saker och ting? Staten har en budget på cirka 1 100 miljarder, regionerna på cirka 400 och kommunerna på cirka 600 miljarder, så vitt jag vet. Man skall dessutom hålla i minnet att regioner och kommuner styrs av fritidspolitiker.

Skulle staten kunna göra mer? Staten har landshövdingar och länsstyrelser. För inte så länge sedan intog landshövdingen en ledande roll vid kriser. Nu har jag inte hört talas om en enda landshövding i samband med Corona.

Jag tycker att det vore rimligt om staten i större utsträckningen stod för genomförandet av olika uppgifter. En statlig testorganisation hade sannolikt kunnat uträtta underverk vid det här draget. Nästa kris kanske kräver andra typer av insatser. Staten borde alltså upprätthålla en viss beredskap för att snabbt och effektivt kunna organisera olika typer enheter. Landshövdingarna vore en bra bas att bygga på eftersom de känner sina regioner.

Uppgifter som överlåts till regioner och kommuner blir ojämnt genomförda, eller genomförs i värsta fall inte alls.
