Löfvén (PM) makes a statement
For me, the major news of the morning was that Löfvén (PM) has published an article in the main morning paper. He meant that EU has to improve on crisis handling and that "We ought to think about how to build up emergency supplies so that Sweden and other nations are well prepared." [Freely translated] (Text-TV).
My spontaneous reaction was that the political language has changed. "Ought to think about" is far from "Sweden shall immediately start to build up on emergency supplies".

Test and statistics 
I am still deeply puzzled over testing and statistics. Thinking that I might have missed something important, I spent some time googling yesterday evening. I did not get that much wiser, but I found something interesting that I have missed. On 19 April, SVT reported on the medical doctor Reidar Winter, who together with a few others, launched a testing project at a home for elderly. The project is interesting in two ways. First, it indicates that initiatives rather come from the base of the pyramid, rather than from the top. Second, it provides us with a possibility to see if testing resulted in a better health situation.
The article stated that a third of the tested had anti-bodies, which looks like evidence for the hypothesis that a large part of the population is infected. The entire article is warmly recommended (link, see below in "Swedish").

Invisible Minister of Defense
Yesterday, it also occurred to me that the Government is standing like in a haze, behind two State Epidemiologists. In this haze, the Minister of Defense cannot even be discerned. My next thought was that the military is the only organization with ability to act and flexibility that the Government possesses. The military organization is also accustomed to acting quickly and it is highly mobile. It should also have good protective gear and ability to sanitize itself. Every soldier could most likely be turned into a tester through rapid training. The military could quickly set up a number of test stations, with mobile laboratories if this is called for. Using these resources, the goals for testing could soon be met. My idea might originate from some news, reporting that something like it was done in Great Britain.

Today's statistics says 3,220 (+45) dead and 25,925 confirmed cases (Text-TV).

In the afternoon, Text-TV reported that Region Skåne has done a lot things right. My guess is that the proximity of two well-functioning university hospitals has a lot to with the fact that Region Skåne often is associated with good news.

I have now started to put numbers on the days from 1 April 2020. Somehow, it feels like it makes it easier to follow the development.

Löfvén uttalar sig

Förmiddagens stora nyhet för mig var att Löfvén gått ut med en artikel i DN. Han menade att EU måste bli bättre på krishantering och att ”Vi bör se över hur vi bygger upp fungerande beredskapslager så att Sverige och andra länder är väl förberedda.” (Text-TV).

Min spontana reaktion var att det politiska språket har förändrats. Det är långt från ”bör se över” till ”Sverige skall omedelbart börja bygga upp sina beredskapslager”.

Test och statistik

Jag är fortfarande djupt förbryllad över testverksamheten och statistiken. Jag tänkte att jag kan ha missat något viktigt och googlade en stund igår kväll. Jag blev inte så mycket klokare, men hittade något intressant som jag missat. Den 19 april rapporterade SVT om läkaren Reidar Winter som tillsammans med några andra drog igång ett testprojekt på ett äldreboende. Projektet är intressant på två sätt. Dels indikerar det att initiativen oftast kommer från pyramidens bas och inte från dess topp. Dels ger projektet en möjlighet att se om hälsoläget blev bättre på det äldreboende som testades.

Av artikeln framgick att cirka en tredjedel hade antikroppar, vilket ser ut som ett belägg för att en större del av befolkningen redan är smittad.

Osynlig försvarsminister

Igår slogs jag också av tanken att regeringen står som i en dimma långt bakom två statsepidemiologer. I denna dimma kan försvarsministern inte ens skönjas. Min nästa tanke var att försvarsmakten är statens enda organisation med handlingsförmåga och flexibilitet. Man är dessutom vana vid snabbt agerande och rörlighet. Försvarsmakten torde dessutom ha skyddsutrustning och god förmåga att sanera sig. Varenda soldat borde kunna snabbutbildas till testare.

Försvarsmakten skulle alltså snabbt kunna sätta upp ett stort antal teststationer, med mobila laboratorier om så behövs. Med dessa resurser skulle testmålen kvickt kunna överträffas. Min tanke kan härstamma från en gammal nyhet om att britterna har gjort något liknande.

Under eftermiddagen rapporterade Text-TV att IVO lyfter fram Region Skåne som ett bra exempel. Min gissning är att närheten till två välfungerande universitetssjukhus påverkar det faktum att Region Skåne oftast figurerar med positiva förtecken. 

Jag har nu börjat numrera dagarna från den 1 april 2020. På något sätt känns det lättare att följa utvecklingen på detta sätt.
