Is the Law Maker Incompetent, or Does He Have an Agenda?

To write a law against crowds cannot be that difficult. One could ask if the law maker is incompetent, or if he has a hidden agenda.

Att skriva en lag mot folksamlingar borde inte vara så svårt. Man frågar sig om lagstiftaren är inkompetent, eller om det finns en dold agenda i bakgrunden.
