The USA and Russia?
Jakob Hedenskog at UI (a Swedish institute for foreign policy) says that the USA does not want to apply proper pressure on Russia, and that the prime american ambition is to do business with Russia. (Joel Malmén, Omni, Idag 21:18)
The first part has empirical support, but the second is more doubtful. There is no method to determine how people actually are thinking, why the statement cannot be seen as a fact. Looking at history, one can see a strong american aversion against a head on conflict with the Soviet Union/Russia. Given the potential and disastrous concequences of such a conflict, this aversion could be readily understandable.

Det första ledet har empiriskt stöd, det andra är mycket tveksamt. Det finns ingen metod för att avgöra hur människor egentligen tänker, varför påståendet inte kan tas som ett fakta. Rent historiskt sett kan man dock se en stark amerikansk aversion mot en direkt konflikt med Sovjetunionen/Ryssland. Ganska lätt att förstå eftersom en sådan kan få väldiga konsekvenser.
